National Competency Standards for Port Cargo Handling Set: 21 Units Cover Stevedoring, Cargodoring, and Receiving/Delivery

The Minister of Manpower (“Minister”) has issued Decree No. 276 of 2026  the Stipulation of Indonesian National Work Competency Standards (Standar Kompetensi Kerja Nasional Indonesia — “SKKNI”) for the Transportation and Warehousing Category, Main Group of Warehousing and Transportation Support Activities, in the Field of Cargo Handling Business (“Decree 276/2026”).

In essence, Decree 276/2026 establishes the SKKNI for the cargo handling business.[1] The SKKNI serves as a reference for developing national qualification levels and for organizing education, training, and competency certification.[2] The mandatory application of the SKKNI, as well as the development of national qualification levels, will be determined by the Minister of Transportation and/or relevant technical ministries/institutions in accordance with their respective duties and functions.[3] The SKKNI will be reviewed every five years or as needed.[4]
