Renewed Borrow-to-Use Forest Area Permit Guideline ? Sort Of

The Minister of Forestry ("Minister") recently issued Regulation No. P.16/Menhut-II/2014 on Guidelines on Borrow-to-Use Forest Areas (“2014 Regulation”) to provide regulatory guidance for central and regional government institutions, private business entities, as well as non-profit foundations to secure a Borrow-to-Use Forest Area Permit (“Borrow-to-Use Permit”).

A Borrow-to-Use Permit from the Minister is required for activities for utilizing government-owned production and protected forest areas. Such activities include mining activities and the construction of public facilities (electricity installations, telecommunication networks, and roads and transportation infrastructure).
