New Health Supplies Framework Introduced: Retail and Vending Machine Drug Dispensing Permitted, Business Actors Required to Report via SIKN by 4 May 2027

The Minister of Health (“Minister”) recently issued Regulation No. 5 of 2026 on Health Supplies (“Regulation 5/2026”), which will now serve as a unified, comprehensive regulatory blueprint for application within the national health supply chain. Regulation 5/2026 has simultaneously revoked a total of 40 previous Regulations of the Minister, including the following, among others:[1]

1. Regulation of the Minister No. 1148/MENKES/PER/VI/2011 on Pharmaceutical Wholesalers (Pedagang Besar Farmasi – “PBF”), which was amended several times, most recently by Regulation of the Minister No. 30 of 2017 (collectively referred to as “Regulation 1148/2011”); and
2. Regulation of the Minister No. 98 of 2015 on the Provision of Information on the Highest Retail Prices for Drugs (“Regulation 98/2015”).
