Individual Indonesian Migrant Workers: Registration via Sisko P2MI Required, Certain Care Work Barred, and Third-Party Facilitation Prohibited

The Minister of Indonesian Migrant Workers Protection/Head of the Indonesian Migrant Workers Protection Agency (“Minister”) has issued Regulation No. 11 of 2026 (“Regulation 11/2026”) on Individual Indonesian Migrant Workers (“Migrant Workers”).

Regulation 11/2026 governs, among others, the requirements for Migrant Workers, the placement stages before, during, and after work, and monitoring and evaluation.[1] It also covers Migrant Workers working as migrant merchant vessel crew and migrant fishing vessel crew.[2]
