The Head of the Halal Product Assurance Organizing Body (Badan Penyelenggara Jaminan Produk Halal – “BPJPH”) has stipulated Decree No. 370 of 2026 (“Decree 370/2026”) on Guidelines for the Implementation of the Halal Product Assurance System (Sistem Jaminan Produk Halal – “SJPH”) for Cosmetics.
Under Regulation of the Government No. 42 of 2024 on the Implementation of Halal Product Assurance, as amended by Regulation of the Government No. 40 of 2026 (collectively referred to as “Regulation 42/2024”),[1] cosmetics are among the goods that must be halal-certified, with their phase-in period ending on 17 October 2028.[2] Decree 370/2026 is intended to help cosmetic business actors (“Business Actors”) apply BPJPH’s general SJPH criteria specifically to cosmetics, and serves as a reference for Business Actors, halal supervisors, halal auditors and other stakeholders.[3]
