Certain Hospitals Assigned to Establish Clinical Research Facilities by December 2023

In response to ongoing technological developments within the healthcare sector and to implement a transformative healthcare agenda, hospitals should engage in various types of research and innovation. In order to meet this goal, Indonesian Clinical Research Centers (“INA-CRC”) and Clinical Research Units (“CRU”) should now be established in order to perform such research.[1]

Said arrangements have been introduced through the issuance of Decree of the Minister of Health (“Minister”) No. HK.01.07/MENKES/1458/2023 (“Decree 1458/2023”) on the Organization of Clinical Research at Hospitals (collectively referred to as “Clinical Research”), which has been in force since 7 July 2023. Broadly speaking, Decree 1458/2023 has been issued in response to the increasing amounts and types of Clinical Research that are being conducted at hospitals and that are being sponsored by certain industries or which involve the use of contract research organizations (organisasi riset kontrak - “ORK”). The hope is that through the issuance of this decree, hospitals will come to play an increasingly active role in terms of collaborations and the development of Clinical Research.[2]
