The legal framework that originally addressed health insurance, specifically Regulation of the President No. 82 of 2018 (“Regulation 82/2018”) (See: Govt. Redefines Provisions on Health Insurance) has recently been reamended through the issuance of Regulation No. 59 of 2024 as the Third Amendment to Regulation 82/2018 (“Third Amendment”), which has been in force since 8 May 2024. The Third Amendment introduces the Standard Inpatient Class System (Kelas Rawat Inap Standar – “KRIS”) as a benefit that is available to all health insurance program participants. By definition, KRIS is the minimum standard of inpatient services that every person who has paid their health insurance contributions has the right to access.[1] The KRIS system is set to be introduced gradually but will eventually replace the classes 1,2 and 3 system that are still being implemented by the Social Security Agency for Health (Badan Penyelenggara Jaminan Sosial Kesehatan – “BPJS Kesehatan.[2] In addition, treatment room facilities at inpatient services based on KRIS are expected to be implemented comprehensively for hospitals collaborating with BPJS Kesehatan by no later than 30 June 2025.[3]
