Overview
On 22 September 2026, the House of Representatives of the Republic of Indonesia (Dewan Perwakilan Rakyat – “DPR”) approved the Bill on the Regulation of Agrarian Reform (“Bill”)[1] in a plenary session to be enacted into law.[2] The Bill reflects a broader approach to Agrarian Reform beyond land certification and redistribution by covering, among others, Agrarian Conflict resolution, Restoration of Land Rights, Land Redistribution, legal recognition of land rights, and empowerment of Agrarian Reform Subjects (“Subjects”).[3] This broader approach is consistent with concerns that Agrarian Reform should address inequality in agrarian control, legal certainty, community rights, and the resolution of Agrarian Conflicts rather than being measured solely by the number of land certificates issued.[4]
